明日３月１１日は、「生涯忘れられない日」として記憶されている方も多いと思います。津波でご家族や家を失った方も多く、黒々とした津波が飛行機まで飲み込み流していく映像は脳裏から消えることはありません。福島原発事故の被害は福島県内にとどまらず、首都圏にも掛川市の茶畑にも放射性物質は降り注ぎました。数ヶ月は放射能測定器はいつもバックに入っていました。

ロシア軍がウクライナに入って真っ先にしたことはチェルノブイリ原発の制圧でした。次に欧州最大のザポロジエ原発を攻撃制圧、そして昨日はチェルノブイリ原発の外部電源が喪失というニュースです。プーチン大統領が、ウクライナの電力を奪おうとしていることは明白で、電力を原発に頼ることがいかに危険で愚かであるかを世界に知らしめる結果になっています。

原自連では、ロシア大使に宛てて以下の抗議声明を発信しましたので、お送りいたします。

ロシア軍のウクライナからの即時撤退と 原発への攻撃を中止するよう求めます

貴国ロシアの軍隊が、ウクライナのザポリジエ原発を攻撃し、制圧したとのニュースが IAEA から発表され、広島、長崎、第五福竜丸、そして福島原発事故を経験した私たち日本人は黙ってはいられません。

貴国が36年前に欧州を汚染し、8000Km離れた日本でも野菜などを汚染したチェルノブイリ原発を制圧したという侵攻直後のニュースにも私たちは驚愕しましたが、その上、欧州で最大規模の6機もの原発を有するザポリジエ原発を地元のウクライナの人々が人間の鎖で守る中、爆撃という方法で制圧したとの報道に慄然としています。幸い放射能漏れはないとのIAEAの情報ですが、爆撃を受けた原発が連鎖反応的に損壊する危険性は大きく、攻撃による送電線の遮断など電源喪失が生ずれば、チェルノブイリ、フクシマの事故を上回る過酷事故が起こるのは必定です。

その場合、事故収束のために多くの人命が失われ、甲状腺がんをはじめとする多くの放射線症の犠牲者が欧州のみならず地球全体に広がります。

独立国を武力で侵略することはもちろん、欧州全体ひいては地球規模での放射能汚染を引き起こすきっかけとなる原発への攻撃や制圧は人道上許されない暴挙であり、国際法でも禁じられている行為です。原発を推進する貴国は、いみじくも「原発は自国に向けられた核兵器であり、原発を保持することは、自国の国防努力を全て無意味にする自殺行為である」ことを世界に実証してみせました。貴国には、今回の原発攻撃、さらなる南ウクライナ原発への侵攻を止め、そしてウクライナ侵略から一刻も早く撤退することを願ってやみません。

The International Atomic Energy Agency has announced that your country Russia’s military has attacked and taken control of the Zaporizhye Nuclear Power Plant in Ukraine. As Japanese who have experienced Hiroshima, Nagasaki, the Daigo Fukuryu Maru (Lucky Dragon) incident, and the TEPCO Fukushima Daiichi Nuclear Power Plant disaster, we cannot remain silent.

We were aghast at the news immediately after the invasion that your country took control of the Chernobyl Nuclear Power Plant, which contaminated Europe 36 years ago, and even vegetables and other products in Japan, 8,000 km away. We were further horrified by the reports that your country has bombed the Zaporizhye Nuclear Power Plant— one of the largest nuclear power plants in Europe with six reactors— while Ukrainians living in the vicinity had formed human chains to protect the site. Although the IAEA has reported that fortunately there are no radiation leaks, there is a great risk of chain reaction damage to the bombed reactors, and if the power lines are interrupted or otherwise lost due to attack, an accident is more severe than Chernobyl and Fukushima will inevitably occur.

Many human lives would be lost in the aftermath of such an accident, and many more would suffer from radiation effects, including thyroid cancer, not only in Europe but across the globe.

It goes without saying that an armed invasion of an independent country is unacceptable from a humanitarian standpoint and prohibited by international law. The attack or suppression of a nuclear power plant, which would trigger radioactive contamination throughout Europe and the world, is likewise unacceptable for the same reason. As a proponent of nuclear power, your country has ironically demonstrated to the world that nuclear power is a nuclear weapon aimed at one’s own country and that maintaining nuclear power is a suicidal act that renders all national defense efforts meaningless. We hope that your country will immediately halt current attacks on nuclear power plants, as well as any further attacks on the South Ukraine Nuclear Power Plant and the invasion of Ukraine altogether.
